Moscow Mitch McConnell is definitely getting squeezed from various directions on impeachment. Former national security adviser John Bolton announcing that he would respond to a Senate subpoena on impeachment is one of his problems. Sen. Lindsey Graham is another, albeit a ridiculous one.
Another one of his ridiculous Republicans is a third. While Graham thinks the Senate can just deem the articles of impeachment as having been sent over to be dismissed, Sen. Josh Hawley of Missouri has introduced legislation to make it so. His legislation would allow for a floor vote to dismiss the articles of impeachment if the House hasn't sent them to the Senate within 25 days.
Bolton's offer to testify definitely strengthens House Speaker Nancy Pelosi's and Senate Minority Leader Chuck Schumer's hands in demanding that McConnell conduct a valid impeachment hearing, with witnesses, however unlikely it is that McConnell will take Bolton up on that offer. Now that it's out there, this very material witness is offering to provide what Republicans were demanding during the whole of the House hearings: testimony from a key figure.
McConnell really, really doesn't want that to happen, but he's going to have to make a choice. Bolton has forced that, just as Hawley's legislation is forcing him. He has to choose whether or not to allow for witnesses. He has to choose whether or not to give Hawley a floor vote. And he's got a number of Republican senators whose political futures depend on how this is handled. That's where the maximum pressure on McConnell has to come from, which means that's where the maximum pressure from us lands—on vulnerable Republicans.
