Witnesses: DC cop who killed man shot wildly as residents, children ran for their lives

Residents of the Montana Terrace neighborhood told ABC7's Sam Ford the off-duty Metropolitan Police Department officer who shot and killed a man Wednesday night was out of control and shooting wildly as residents, including little children ran for their lives.

“They said he whipped his gun out and as the young guy was running he started shooting. Man bullet holes were all in people’s cars all over there," one resident said.

According to residents, the shooting continued long after 24-year-old D'Quan Young, of Northeast Washington, who police said also had a weapon, was on the ground. They said the off-duty officer even reloaded his weapon.

D.C. police said they were called to the scene of the shooting in the 2300 block of 15th Street, NE, around 6:51 p.m.

Police said when they arrived at the scene they found Young suffering from multiple gunshot wounds.

Young was transported to a local hospital where he was later pronounced dead.

Police said they later learned that it was an off-duty police officer who had shot Young.

Responding officers were wearing activated body cameras, and police said they are currently reviewing the footage.

Residents said the off-duty officer didn't say he was an officer until he was confronted by the other officers who lived in the neighborhood following the shooting.

“What I want really is justice for my son," D'Quan Young's father Don Davis said.

DC Police Chief Peter Newsham said the officer was not in uniform at the time of the shooting, but it appears he did use his department-provided service weapon.

Police said that officer will be put on administrative leave as they investigate the shooting.
