The Kentucky Department for Medicaid Services (DMS) is asking the federal government to approve a modified 1115 Medicaid waiver, which expands access to Substance Use Disorder (SUD) services for Medicaid beneficiaries. This proposed modification would provide services to Medicaid-eligible Kentuckians diagnosed with SUD or coexisting SUD and Severe Mental Illness (SMI) while incarcerated. The goal is to demonstrate that Kentucky can provide the same services to eligible individuals during incarceration for the same cost while achieving better health outcomes and reducing recidivism.
