Proposal to Provide SUD Services During Incarceration
The Kentucky Department for Medicaid Services (DMS) is asking the federal government to approve a modified 1115 Medicaid waiver, which expands access to Substance Use Disorder (SUD) services for Medicaid beneficiaries. This proposed modification would provide services to Medicaid-eligible Kentuckians diagnosed with SUD or coexisting SUD and Severe Mental Illness (SMI) while incarcerated. The goal is to demonstrate that Kentucky can provide the same services to eligible individuals during incarceration for the same cost while achieving better health outcomes and reducing recidivism.

Allowing Kentucky Medicaid to pay for Substance Use Disorder treatment and Behavioral Health services provided to eligible individuals during incarceration.
More info: Typically, Medicaid cannot pay for medical services provided to people while they are incarcerated, except when inpatient services are provided in a community-based hospital setting. This project proposes to waive the federal law that prohibits Medicaid from paying for healthcare services for Kentuckians who are incarcerated.

Making sure individuals are actively enrolled with an MCO when they are released from incarceration to ensure they can continue to receive care in the community.
More info: Kentucky currently suspends a beneficiary's Medicaid coverage during incarceration. While this suspension is supposed to be lifted upon release, this does not always work as planned. This leaves many people without active Medicaid coverage when they most need it to receive SUD treatment, behavioral health services, or other healthcare services in the community. This proposed change would activate coverage and assist individuals in selecting an MCO (Medicaid Managed Care Organization) BEFORE release so they can immediately access SUD treatment and other healthcare services in their community.

Offering family engagement sessions to individuals during incarceration.
More info: Kentucky is proposing to replicate a successful pilot conducted by Roederer Correctional Complex that includes family engagement sessions. This program would allow more frequent contact with families of incarcerated Kentuckians, by bringing family members into facilities to encourage strong support systems.
