JCEA COVID-19 Violation concerns
As Jeffco public schools begin the school year in the new landscape of educating through a pandemic we want to encourage you to speak up and blow the whistle when you believe something happening in your school isn't safe.

Please do whatever you can to document your concerns - Take photos, document communications, make copies of written communications (emails for example) follow up face to face conversations in writing via email.

We are asking you to document violations of the Jeffco Restart Plan and the District's own announced safety protocols, AND violations of the MOU. We have changed the format to make it easier for us to sort the data. You only have to answer the yes/no questions that pertain to your concern.

At the bottom of this form, we have provided you with a list of other entities and contacts that may be helpful.

Please be aware that you must provide your contact information to enable JCEA staff and leaders to work to address your issue or concern. We WILL send information to the district as to the violation and the school but we will NOT include your name or other identifying information.

If you wish to file a complaint to any of the institutions listed at the end of this form you have the right to do so.

You may also be entitled to whistleblower protections, however, to seek legal opinion on this through JCEA you must provide your contact information for follow up.

Additional guidelines and governing bodies:
There is a complex new network of COVID-19 policy and practice influencers. Despite the ever-changing conditions, you have the right to uphold your rights through your negotiated agreement, current Jeffco policy, and defined guidelines set by the institutions below.

All of the following institutions or elected officials have issued both guidelines and recommendations,

- The National Centers for Disease Control (CDC)
- Colorado Governor Jared Polis
- The Colorado Department of Education
- The Colorado Department of Public Health and Environment
- The Jefferson County Public Health Department
- Jeffco Public Schools policy, "Restart Jeffco" plan and guidelines
- The JCEA Negotiated Agreement (sometimes referred to as your CBA or contract)

- The Jefferson County school board is the decision-making body in our district - they are also responsible to address your concerns. You can and should direct your concerns to one or all of the board members.

It is JCEA's position that no employee, student, parent, or community member should face retaliation for advocating for health and safety conditions. Should you feel in any way retaliated against please contact JCEA immediately for council.
