Our Best Chance to Slow Global Warming Comes in the Next Nine Years

The events of the past few days are shocking in their novelty—the glory of seeing the first Black Democrat ever elected to the Senate from the South, the shame of seeing a President incite a mob to storm the Capitol. Who knows what drama will come next, except for one constant: the unrelenting rise in the levels of greenhouse gases in the atmosphere, and with them the disruption of the earth’s physical systems. This happens more slowly than the sad spectacles of our debased political life, but not that much more slowly. As this new year dawns, we’re precisely halfway through the six-decade cycle that could delineate the crucial years of the climate crisis.

Global warming has been a public problem since only about 1990. Scientists had worked on it for decades prior, and we now know that the oil companies also had been studying the impact of their products on the climate. But it was James Hansen’s congressional testimony, in 1988, that brought the issue into the open, and it was the Rio Earth Summit, in 1992, that marked the first halting attempts at something like international negotiations to address it. 2050 has now emerged as the consensus target for many countries to go carbon-neutral. That date won’t mark the end of the climate crisis, but it’s useful as a final deadline for the transition to a new economic and energy regime that respects the physical limits of the planet. So, three decades down and three to go.

Of those decades, the two most important are the one we’ve just come through and the one we’re now entering. The nineteen-nineties and the two-thousands were essentially wasted: oil-company propaganda and accompanying political muscle made sweeping action impossible. The epic failure of the Copenhagen climate conference, in 2009, and of the cap-and-trade climate legislation on Capitol Hill, in 2010, closed that era.

But, right around that time, three trends started to gather force. First, by then we could see the effects of rising temperatures on the world around us: fires, floods, and storms were so much more frequent and intense that denying them became exponentially harder. Second, engineers took us swiftly down the learning curve of renewable energy, dropping the price of solar and wind power by an order of magnitude. Third, global environmental movements arose, which meant that politicians had someone to fear besides oil tycoons; they couldn’t come back empty-handed from Paris, as they had from Copenhagen, and they didn’t. The 2015 Paris agreement, and especially its commitment to try and hold temperature increases to 1.5 degrees Celsius, brought a new level of seriousness to the climate fight. Donald Trump was a big pothole in the road forward—he was able to slow the momentum, but not to stop it.

Yet the past decade only matters if this decade plays out perfectly. The elements are now in place for truly rapid action, but success will require going far faster than economics alone can push us, and far faster than politicians will find comfortable. Never forget that climate change is a timed test; our best chance to take the actions that will end the trajectory of rising emissions comes this decade. That’s why climate scientists talk so much about the change that must happen between now and 2030: emissions must fall by at least half. If civilization is to have a chance, we should be thinking of the years from 2030 to 2050 as the mopping-up phase: the big, hard breaks with the status quo have to come in the next nine years. What does that look like in practice? An immediate end to new fossil-fuel infrastructure, be it giant pipelines from the tar sands of Canada or natural-gas hookups to new homes and businesses. A retrofitting of buildings around the world to make them both efficient and fully electrified, so that they can take advantage of what needs to be a breathtaking rollout of renewable energy. An epic change in the way that we move ourselves and our stuff around the world—electricity and muscles need to replace hydrocarbons. An end to deforestation, and rapid research into and development of ways to grow foods that soak up, instead of spew, carbon. A halt to the flow of money to the epically irresponsible fossil-fuel industry.

These things have to happen everywhere; doing them in scattered countries doesn’t get the job done. And they have to happen against the backdrop—really, now, against the foreground—of a climate-stressed world, where all the effects we’ve seen so far will only get worse. It’s clearly physically and financially possible to do what needs to be done. (Much of the cost of the transition can be covered simply because each year we will be spending less to buy fuel.) But beating both inertia and vested interests will be, as usual, the trick. It should get easier as time goes on: ExxonMobil is no longer the giant it was a decade ago, and each new electric car cuts its power a little more. The world’s governments are increasingly saying the right things, and none more so than the incoming Biden team. But they will need the forces of the past decade—the engineering triumphs and the movement-building—to keep accelerating in order to provide the required push. Most people alive today will see how this story comes out. A decade is a hundred and twenty months. That’s about five hundred weeks. It’s all the time we’ve got.

Passing the Mic

Laurel Neme is one of the few outsiders chronicling the ongoing land grab across Africa as oil companies look for a region with more compliant governments. She has more than a decade of policy and fieldwork experience in a dozen African countries for the U.S. Treasury Department and the U.S. Agency for International Development, and she is also the author of a children’s book, “Orangutan Houdini,” based on the true story of an ape that outsmarts a zookeeper. Here’s a National Geographic story that Laurel wrote with Jeffrey Barbee on plans to drill for oil in the Okavango region of Namibia and Botswana. (Our conversation was edited for length and clarity.)

The Okavango has been described as one of the world’s largest inland deltas. What would a visitor notice about it?

Flying into the Okavango Delta, [you can see] water materialize from the barren landscape of the Kalahari Desert sands. Immediately, you feel its vastness. It’s surprising. It’s so dry and then, suddenly, it’s an oasis of green. The trillions of gallons of water that flow here start in Angola’s highlands, cross Namibia’s Caprivi strip, then fan out into a patchwork of islands, lagoons, and grassy floodplains in Botswana’s northwest corner. In a world with rapidly diminishing biodiversity, it’s an unparalleled gem—filled with an array of elephants, lions, antelope, and more. There’s a magical quality that draws tourists here and creates a lifeline of sustainable revenue for the region. But underneath are Permian shales. That’s made it a target for the fossil-fuel industry.

What do the local people you talked to imagine about their future with drilling? Do they even know about it?

About two hundred thousand people live here, but only a fraction are aware of the drilling. However, like most rural communities facing the start of oil-and-gas development, those aware of the project probably don’t understand what’s coming. Even the people involved in permitting it may not understand what they signed on to. That’s happened in a lot of American communities, like in western Colorado. People expect jobs, but they’re short-term jobs for highly skilled people. They expect income from selling supplies, but the revenue stream doesn’t last. A store takes out loans to fill orders, but, within a few years, orders dry up, and they can’t repay the debt, so are forced to close. It’s the nature of this boom-and-bust business—drill, drill, drill, until one day you can’t. In the meantime, you lose your clean air. You lose your clean water. All for some money. For some people, that might be a good enough trade-off. But, usually, for the people that live there, it’s not.

There are also big plans for an East African Crude Oil Pipeline. Is Africa a kind of last-gasp oil play? What might be done to slow it down?

From pipelines planned for Kenya and Uganda, to a gas development in northern Mozambique being fought over with guns, to drilling in South Africa’s environmentally sensitive offshore regions, the fossil-fuel industry appears to have placed Africa in its sights. It’s creating a terrible Faustian bargain where, even if the leadership of a country changes, the contracts will still be valid and a new administration will have to accept those developments for decades to come, instead of developing “leapfrog” technologies like solar and wind. One way to stop it is public pressure. Another is for donor countries to put pressure on the region’s governments to make better choices and add transparency to the process. Pressuring the U.S., Canadian, and German governments may also provide the impetus for this disastrous policy to change for the better.

Climate School

Michael Benson, an Ottawa-based artist, wrote an essay for the Times about watching our planet through satellite feeds—and especially about the way that smoke swirling from wildfires became a signature of 2020.

Kate Aronoff offers a sobering analysis of Joe Biden’s climate promises in The New Republic. Bottom line: “Dealing with the climate crisis will mean breaking down the traditional firewall between the voluntary rules of global climate policymaking and the ironclad ones encasing the rights of capital and carbon to flow freely.”

What happens when a movement that’s in the streets every week meets a pandemic? Yale E360 provides a look at Fridays for Future, the movement that grew out of Greta Thunberg’s climate strike. It quotes “Germany’s Greta,” Luisa Neubauer: “We’re trying to figure things out now. Beating the coronavirus is the first thing we have to do, but the fight to save the climate can’t stop. It will continue in other ways, and when this crisis is over the climate crisis will look different. We may even have a better chance. We know that political will, when it is there, can move mountains. We are experiencing this right now in the [coronavirus] crisis.”

Here’s an interesting thought experiment from the energy analyst Michael Barnard, who asks what if, in the nineteen-fifties, instead of concentrating on “Atoms for Peace” and building nuclear reactors, we’d focussed on “Renewables for Peace”?

The much-loved novelist Louise Erdrich, who is a member of the Turtle Mountain Band of Chippewa, provides a moving denunciation of the Line 3 tar-sands pipeline, which is currently under construction in Minnesota, and will cut across Indigenous treaty lands.

Climate Town’s Rollie Williams deserves some kind of prize for this video explaining, in sprightly terms, why plastic recycling is pretty much a scam.

Arthur Waskow, the indefatigable Philadelphia rabbi who has been at the heart of social and ecological movements for decades, has published a useful essay outlining a localized green new deal that was designed, in part, to circumvent rural distaste for big government programs. He writes, “The point would be to emphasize neighborhood co-ops. That would be the crucial difference from almost all existing massive Green campaigns—deliberately funneling money and attention into the heavily Republican rural areas, only for renewable energy rather than for tariff relief as the Trump Administration did.”

Scoreboard

Songbirds, perhaps hundreds of thousands of them, perished last fall in the Southwest, killed by “long-term starvation, made worse by unseasonably cold weather probably linked to the climate crisis.”

The Belgian vehicle manufacturer Van Hool has shipped its first electric coach to the United States. Before celebrating too wildly, reflect on the fact that, by the end of 2018, China already had more than four hundred thousand of them on the road.

If you want to be really depressed—I mean prepared—there’s a new app called Harbor that takes your home address and rates it according to “everything from topography to building materials to historical weather data and more to determine specific risk levels for fires, floods, storms and more.”

Ohio’s state legislature became the fourteenth in the nation to pass a law imposing draconian penalties on those who protest at fossil-fuel installations. The Republican author of the legislation founded two companies that provide security services to the oil-and-gas industry.

Massachusetts, on the other hand, became the second state—after California, in September—to announce that, after 2035, all new cars sold in the state must be electric. No one is going to build a separate fleet for the other states, and, in essence, this is a fait accompli, since the Biden Administration almost certainly will not challenge these rules.

Nebraska’s Creighton University, a colossus of Midwestern Catholicism, pledged that it will divest from fossil fuels. It’s taken a little while for the strong words of Pope Francis to filter down through the vast institutions of the Church, but the process now seems firmly under way.
