* 1. Zero Emissions Cargo Handling Equipment for Ports SB 5026

This bill would add a new chapter to RCW 53 specifying that port districts are allowed to spend state money on zero or near-zero cargo handling equipment, provided that the equipment is not fully automated. The message of this bill is that ports should not use public money to purchase equipment that could allow their tenants to cut jobs under the cover of “clean technology.” 

Scheduled for a hearing in the Senate Committee on Housing & Local Government on Tuesday, January 12, at 8:00 AM.

* 2. Concerning Community Solar HB 1046

You may remember this 350 WA priority bill from last year. Even though HB 2248 passed in 2020, for budgetary reasons the bill was ultimately vetoed by the Governor. With this revised bill, electric consumers could participate in a community solar project and receive monthly credits on their utility bill for the electricity produced by their project. This is important because it accelerates the clean energy transition by expanding access to the benefits of solar to marginalized communities, renters, and homes unfit for solar.
